I will answer my own question.

PhyPlusKit.exe is used to program the flash over UART. There is some documentation in the "security boot" document for this. Also this is described by Tuya:

The "security boot" document also mentions OTA firmware updates. Does this mean the boot ROM supports firmware programming via bluetooth? This could be very convenient for initial programming of boards.
